Keeping bus windows open in winter is madness

Who at Arriva decreed that buses should now run with windows open? I am told this is to ‘spread the air’ around to counter Covid-19. But Arriva could do that if its buses had proper air conditioning (and without passengers getting freezing cold or soaking wet).
