Labour-controlled Birmingham City Council is to lobby for bus franchising as part of its ‘climate emergency’ agenda. “Lobby for bus service franchise” is listed as one of the actions in a report about climate change presented to councillors last month. The council does not have franchising powers; these rest with the elected mayor of the West Midlands Combined Authority, currently the Conservative, Andy Street.
