A Greater London ‘boundary charge’ for drivers who do not live in the capital is being considered by TfL to offset the plummet in fares income caused by Covid-19. London Mayor Sadiq Khan warned that the charge might be necessary if the Government does not allow the capital to keep the £500m raised annually from vehicle excise duty (VED) charged to London-based drivers.
