Welsh First Minister Mark Drakeford has declined to explain how Wales’ proposed default 20mph speed limit in residential areas would affect journey times in areas of ribbon development.

Many of the South Wales valleys have terraced housing along a spine road, with little or no separation from one community to the next. Bypasses built in the second half of the 20th century provide an alternative in some areas but the main road is unchanged in others.
