Labour demands distance-based charging for lorries

A Labour Government would convert the HGV road user levy from a time-based charge to one based on distance. 

Clive Lewis, a member of the party’s shadow Treasury team, set out the party’s thinking during the House of Commons public bill committee’s scrutiny of the Government’s Finance (No.3) Bill, which includes powers to link the levy to a vehicle’s emissions.
