Welsh council mergers proposed

The Welsh Government has published a Green Paper on local government reform in which its favoured option is to replace the current 22 unitary authorities with ten. The need for regional working in some topics, including transport, is emphasised.

The Government says its conversations with stakeholders have made clear that the status quo is unsustainable, with the Welsh Local Government Association warning that some services are wearing down to the point of collapse.
