Time to refine PTAL method, say boroughs

Transport for London’s method for measuring an area’s public transport accessibility is too crude, London Councils has said. 

Public transport accessibility levels (PTALs) are used to measure a location’s accessibility and take into account the walk time to access public transport and the service availability (reliability, number of services, and average wait time). A location’s PTAL score can range from 0 (worst) to 6b (best).
