The Highways Agency may consider funding enhancements to local authority road networks if the improvements can deliver “clear benefits” for its strategic road network.
The idea is floated in a new route-based strategy for the M62 between Greater Manchester and West Yorkshire, one of the three pilot route-based strategies just published. The other two cover:
the A12 from the M25 to the A14 and the A120 between the A12 and Harwich
