North’s rail devolution ambitions hit by two-year franchise delay

Plans to devolve the management of local rail services in the North of England to an alliance of local authorities have been delayed by almost two years in the DfT’s revised timetable for awarding rail franchises.

Local authorities in Greater Manchester, West Yorkshire and South Yorkshire are drawing up plans to take over the management of the Northern and Transpennine franchises.

Northern was due to expire in April next year but it will now be extended by 22 months with a new contract...
