Rationality in transport policy-making has its limits

It was very heartening to read Aurang Zeb’s Viewpoint article – ‘We’re good at the technical side of transport – but do we understand the policy process?’ (LTT 19 Jan). As a psychologist working in transport policy and planning for too many years to mention, I (of course) have a long-held view that strategic planning needs social scientists to help influence the policy process. Values and ‘facts’ are indeed inseparable.
