Longer notice periods to constrain operator behaviour

Bus operators currently have an incentive to compete in ways that lead to a rival’s exit rather than ongoing competition, says the Commission. It recommends a series of reforms to ensure sustained competition.

For England and Wales, it suggests a 14-day pre-notification period for local transport authorities prior to operators making a registration application to the Traffic Commissioner (this already applies in Scotland).
