Embassies must pay huge backlog of unpaid fines, says Westminster

Two foreign embassies have paid back thousands of pounds in unpaid parking fines. This follows Westminster City Council writing to offending nation’s heads of state, including Nicolas Sarkozy, Barack Obama and Angela Merkel, highlighting the refusal by their embassies to pay outstanding penalty charge notices (PCNs).
