Stephen Norris, former Conservative transport minister, told HTMA delegates that it was wrong to say that in-house highways services were “necessarily bad” and outsourced ones better.
Norris, now a Transport for London board member, said: “The assumption has grown up that in-house is necessarily bad. Can I suggest that we put that aside? In every case we should be looking pragmatically at what works.”
