Tom Smith leads Govia, the long standing joint venture between Go Ahead Group and Keolis, in bidding for rail franchises. He also represents the venture in its dealings with the rail industry, the government and other stakeholders. Smith was promoted to the post of Managing Director - Rail Development in 2006 as part of a reorganisation following the appointment of Keith Ludeman as Chief Executive of Go Ahead.
