Neighbouring Welsh councils to appoint joint head of highways

Two Welsh unitary authorities are combining their highways management in a further attempt to overcome the effects of local government fragmentation.

Conwy and Denbighshire will begin the process by appointing a joint head of service this autumn. Within nine months the appointee will produce a strategic service improvement and development plan.

Before local government reorganisation in 1996 most highway functions were managed by Wales' eight county councils. Today's 22 unitary authorities vary...
