Transport for West Midlands (TfWM) in collaboration with the West Midlands Combined Authority (WMCA) constituent authorities is procuring advisory services in strategic and tactical transport modelling.
The framework will be open to other public agencies to buy off with Highways England and Midlands Connect, as well as othercombined authorities across England, having already expressed an interest.
The services will support future scoping of housing growth, industrial strategy and other factors such as energy prices as well as the appraisal of local transport schemes and policy interventions.
The key feature of the framework is the separation of services for modelling methods advice and model implementation, with advisory services from an expert panel worth around £400k over four years.
Mike Waters, director of policy, strategy and innovation, said: “The West Midlands authorities are determined to make best use of analytical and evidential methods in all our transport decision making.
“This includes obtaining independent expert advice on forecasting and appraisal. This advisory framework will take our modelling onto a new level.”
Procurement of implementation services is expected to follow in 2019. This will be supported by input from the expert advice panel.
