Transport secretary Grant Shapps is preparing to order changes to the design and operation of ‘smart motorways’ amid concern about their safety.
The BBC’s Panorama programme last week highlighted the safety concerns, with harrowing accounts of people killed after their vehicle broke down in a live running lane and was struck by other traffic.
