The ten-year contract for a real-time optimiser (RTO) system will be delivered in three phases.
Phase one will develop a new cloud-hosted traffic control system for introduction in 2020, replacing the capital’s existing urban traffic control system. This will build on the core functionality of the existing system, adding a number of new features, including the capability of taking data from a range of new sources, such as new types of sensors, and sharing data with connected vehicles.
Phase two will develop adaptive control algorithms (‘Future SCOOT’) to manage the majority of the capital’s 6,000 traffic-signal controlled intersections. Development work will run in parallel with phase one and then be delivered in stages, starting in 2021 and completing in 2022.
Phase three covers the maintenance of the system, commencing in 2020 and running to 2028.
The RTO system will be made commercially available to other organisations, with TfL benefitting from future revenues.
