NSL retained the on-street parking management in Brighton & Hove after being the only operator to submit a tender. The council revealed that 12 firms completed a pre-qualification questionnaire, from which a shortlist of four was drawn up. But of the shortlisted contenders only NSL actually sent in a tender.
