Former rail regulator Tom Winsor has warned that the rail industry has failed to recognise a new threat posed to independent economic regulation by a new Bill that is close to becoming law.
Winsor, who is now a partner at City law firm White & Case, raises the issue in the foreword to the Transport Law Review 2006, which is sponsored by Transit and Bircham Dyson Bell.
