Hertfordshire County Council is preparing a new speed management policy that seems likely to lead to fewer lower speed limits being imposed than if DfT guidelines were strictly followed.
Officers will present the new speed management strategy to members in November. Significantly, it will place considerable weight on the 85th percentile speed of traffic for the purposes of speed limit reviews.
