Taken for a ride

You have to wonder who it was who took the decision to give the money for compensating English bus companies for carrying pensioners for free to the district unitary

councils. Without any standard payment mechanism there has of course been a large number of disputes, which have absorbed an obscene amount of management time at both operators and local authorities. Yet all of this could have easily been avoided.

Some local authorities were not given enough money by central government to cover...
