Differential penalties have not sparked mass appeals, says London Councils

London Councils is claiming that the introduction capital’s new two-tier parking penalty system has been a success. London introduced the first city-wide two-tier parking penalty system - based on the seriousness of the contravention committed - in July 2007. However, when the government rolled the system out nationally in March some motoring organisations and campaigners claimed it would lead to chaos and a huge rise in the number of penalties issued.
