Labour says longer franchises reason for West Coast Main Line fiasco

The shadow transport secretary Maria Eagle has said that ministers' drive to make rail franchises longer "made it more difficult to calculate which bidder should win," contributing to the West Coast Main Line debacle.

Eagle told MPs that the fiasco was "a failure of policy, a failure of process, a failure of ministerial oversight". She said the Government’s new franchising policy, "which requires risks to be calculated 15 years...
