Devolved Northern rail plan revised
New details emerged this week of the proposed governance model that could oversee devolved rail services in the North of England.
The local authorities of Greater Manchester, West Yorkshire (including York) and South Yorkshire have proposed becoming founding (and financial risk-bearing) members of a new Special Purpose Vehicle (Rail in the North of England, or RiNE) to manage rail services currently provided by Northern Rail and, possibly TransPennine Express, from April 2014.
