The DfT is to review the Network Management Duty in the Traffic Management Act 2004 because of concern it does not align with current day policy objectives.
The duty requires highway authorities to ensure traffic moves freely on their roads.
The DfT points out that it published new statutory guidance on network management in the context of Covid-19 in May, which promotes giving roadspace to active travel (LTT 15 May).
