Advocates of bus franchising don't understand the industry

The reaction of Nexus and the proponents of bus regulation has simply been angry rather than properly engaging with the Quality Contracts Scheme board’s report.

Nexus is saying that it should be easier to bring in Quality Contracts despite the report making it clear that the scheme would most probably have brought financial disaster to Nexus and its constituent councils. Doesn't this in itself demonstrate the requirement for independent expert scrutiny of all such schemes?
