I was delighted that Torbay Council won this year's PATROL Award for annual reports (PR August). This comes as no surprise to me as I have known Steve Hurley for many years and I have no doubt that he runs an excellent parking service in Torbay. That he has encouraged his team to report on their activities demonstrates a commitment to explain to the communities that they serve, why and how parking is managed.
