Government review: devolve all local infrastructure funds, plus some trunk road and railways cash

Birmingham New Street Gateway would have been open by now if funding was devolved, the report claims

All local infrastructure funding should be placed into a single pot alongside other funds for economic development and local enterprise partnerships should decide how this is spent, a Government review of economic growth strategy has recommended.

The review led by Lord Heseltine says that the Government's current approach to devolving budgets has been "piecemeal and complex" with funds allocated in "penny parcels" with "particular objectives, timetables...
