In these pages last month we observed that tackling climate change appears to have slipped down the list of transport policy priorities and asked why this was so. There are, of course, many policies still being pursued with a green slant, none more so than the DfT’s £600m Local Sustainable Transport Fund recently awarded to councils in England. Rail electrification could be classified as another. But there is a strong sense that environmental concerns are increasingly being eclipsed...
