HA cagey on impact of carbon valuation

The Highways Agency this week provided details of how the monetary value of carbon emissions would affect two trunk road schemes but refused to say whether predictions that values will have a major impact on the appraisal of motorway improvements were accurate or not. Anti-road campaign group Road Block has tried to estimate the impact of the valuation on the M25 and M1 widening projects but has been unable to get clarification from the HA about the net emissions caused by the widenings.
