DfT considers devolving transport order making powers

Order-making powers for road and public transport schemes could be devolved to local or regional government under changes being considered by the DfT. The Department is examining devolving Secretary of State powers to approve Transport and Works Act (1992) orders and Highways Act (1980) orders to regional or local government. The changes were first flagged up in last year's Planning White Paper and any reform proposals will be taken forward via the consultation on the sub-national review.
