Urban Transport review: Reframing the problem

There was inevitably a bit of excitement in the air when news broke earlier this year that the Cabinet Office was reviewing the Goverment’s approach to urban transport. A review was certainly warranted, given that the citizens of Greater Manchester had just blown a huge hole in the centrepiece of the DfT’s strategy, the Transport Innovation Fund (TIF) that encouraged authorities to develop packages of congestion charging and major public transport investment.
