Thumbs down to C-charge in Kingston

Residents in the London Borough of Kingston have put a local congestion charging scheme at the bottom of their priorities for new policies to improve the borough. A panel of 31 local residents ranked the idea joint bottom from a list of 14 possible new powers that the borough has considered requesting from the Government under the Sustainable Communities Act 2007....
