NATA – is the review ‘light refreshment’ or something rather more substantial?

The DfT has now released the first installment of the ‘refresh’ of NATA (New Approach to Appraisal), which was originally introduced in 1998. Before considering this, however, there are two significant changes that are not highlighted in the DfT report.
