Persistent evaders are drivers who make a point of flouting motoring rules and avoiding paying taxes and charges. A person who avoids paying a Vehicle Excise Duty (VED) is likely to be someone who drives an uninsured car without an MOT, uses fake permits and owes a backlog of unpaid parking and road user charges. Besides being dangerous, the vehicles these anti-social evaders drive are often associated with criminal activity.

Worryingly, the problem of nuisance vehicles is growing as more persistent evaders seek ways to avoid complying with traffic management measures such as clean air zones, moving traffic regulations, parking permits and river crossing charge schemes. If not solved now, nuisance vehicles pose a genuine threat to the operation and credibility of any future road user charging schemes.

The good news is that it is possible to identify and tackle persistent evaders, to remove nuisance vehicles from roads and recover unpaid fees and charges. Civil enforcement agencies are working with local authorities, highways authorities and police forces at a local level while also leading a debate to ensure the issue is recognised at a national policy level.

The Persistent Evaders & Nuisance Vehicles Summit will attract delegates from local and national government, highways agencies, police forces and motoring organisations.

The summit is more than just a seminar, it is an opportunity for attendees to hear the latest research and share best practice, it is a forum in which they can become part of the solution to this pressing problem.

The event will cover themes such as:

  • Calculating the cost of untaxed and uninsured cars
  • Identifying persistent evaders and nuisance vehicles
  • Deploying automatic number plate recognition (ANPR) camera technology
  • Database access and management
  • Countering the rising use of cloned vehicles
  • Creating multi-agency operations
  • Understanding and changing driver behaviour
  • Future solutions to persistent evasion and nuisance vehicles

The day will comprise expert presentations, Q&A panels, networking and a closing debate.
