Train passengers face an increase in delays and disruptions because of a funding row between Network Rail and a Government quango.
Network Rail, in charge of railway infrastructure, has shelved more than a quarter of its track renewal programme after being ordered to make cost savings of just under £3bn by the Office of Rail Regulation.
