To be respected, a parking appeals service needs consistency, independent quality control and substance. As Lord Lucas highlighted during the Second Reading of the Parking (Code of Practice) Bill in the House of Lords in January, effective quality control is a prerequisite for any appeals service. And a recurring theme throughout the parliamentary progress of Sir Greg Knight’s Private Member’s Bill is the need for consistency and fairness in parking practices and appeals.
