Lancashire ready to tackle ‘driveaways’

In a bid to deal with motorist that drive away to avoid parking fines, Lancashire County Council has changed the rules on when penalty charge notices (PCN) can be issued.

Motorists can now be mailed a PCN if a civil enforcement officer (CEO) has started writing out the ticket. Previously a fine could only be issued by post if the CEO had finished writing and printing out the PCN on their handheld.
