The London Borough of Harrow has been increasing its provision of services online, building on its experience of enabling web appeals against penalty charge notice (PCNs). 

The online PCNs service was launched in 2010 and now handles 84,000 submissions annually. The council estimates that offering online appeals delivers a cost saving of £90,000 every year.
