A civil enforcement officer resigned after seeing footage that showed her issuing a penalty charge notice to a taxi involved in an accident. 

Black cab driver Mohamed Arif used his mobile phone to film the CEO, who worked for NSL in Manchester, as she prepared to issue the PCN. The footage was taken on 18 April after the taxi had been in a collision with a car in Manchester city centre.
