Parking charges have been reintroduced in Halifax town centre after it was revealed that no on-street penalty charge notices issued over the previous five years were legally enforceable, due to errors in the traffic regulation order (TRO).
Calderdale Council estimates that the error could cost it around £480,000. The council has received 3,781 claims and has refunded £14,841 for penalty charge notices (PCNs) and £10,164 for pay & display tickets.
