The neighbouring south London boroughs of Bromley and Bexley merged their parking services earlier this year, including their respective back-office parking correspondence teams. 

Each council has its own subtly different set of parking policies, so re-training the combined staff of both authorities to work across the shared caseload posed a challenge for Ben Stephens, formerly head of Bromley Parking Services and now head of the shared service.
