Stoke Gifford car park, near Bristol, is being used on average by just 10 motorists a day, according to South Gloucestershire Council.
The £1.3m 200-space site, which opened in June 2001, was used by 139 drivers in the first three months of operation and raised just under £14,000 in revenue over the last year.
