Harrow appeals go online-only after shop shuts

Appeals against penalty charge notices can now only be made online in the London Borough of Harrow after the council shut down its telephone service.

The council closed its one stop shop telephone-service in the borough at the start of August in a move designed to save £90,000 a year in its operational and administrative costs.

The council want to balance a budget deficit of £19m. Those without internet access are advised to make payments via free-to-use computers at the north-west London...
