The number of on-street penalty charge notices (PCNs) issued in England in 2009/10 was 7.14m compared to 7.42m the previous year — a fall of 4%. Meanwhile, off-street PCNs rose by 8%, 1.8m in 2009/10, up from 1.67m the previous year.
New figures, released last week by the Department for Transport, showed that some 78% of on-street PCNs were paid — with 17% at the full rate and 61% at the discount rate.
