There is no strong case for major new rail infrastructure investment in the north-west of England, according to the DfT's Regional Planning Assessment for the region.
The DfT estimates that rail trips within the North West will increase by 12% to 35% by 2031. Increases in freight traffic will result in a need for "at least one" additional freight interchange in the region but, it concludes: "Current demand projections suggest there is not a strong case for major infrastructure...
