Shambolic Welsh bus scheme saw operators profit by millions

The Welsh Government’s chaotic handling of a discounted bus travel scheme for 16-18 year olds is revealed in a report by the Wales Audit Office (WAO). Ministers set the scheme budget without discussing it with officials and bus operators were then paid millions of pounds despite little take-up of the ticket.
