Government rules out just one penalty point for speeding but refuses to reject the possibility of two

The Government refused to rule out a graduated system of penalty points for motoring offences such as speeding that would reduce the existing penalty of three points to two under certain circumstances during the committee stage of the Road Safety Bill's passage through the House of Lords.

According to the Government's spokesman in the Lords, Lord Davies of Oldham, the Bill will only introduce the principle of graduated penalty points into legislation because the Government has yet to complete...
