Four-and-a-half years ago Tony Blair invited local authorities across England to bid for a share of the £30m Home Zones Challenge fund. Home Zones were central to the Government's liveability agenda to improve the quality of residential neighbourhoods and the Prime Minister wanted to kick-start the spread of zones across the country.
